BBEN – Counselling and Care Services for Persons with Multiple Placement Barriers. Cost-Revenue Analysis

The counselling and care services for persons with multiple placement barriers (Beratungs- und Betreuungseinrichtung Neu – BBEN) are a special counselling offer of AMS for this target group, which is currently being tested in selected regional employment offices. The impact of its introduction on the cost-revenue ratio of the AMS has been examined by comparing the situation with an unchanged form of counselling and support for this target group. Any changes in costs result from changes in the intensity of counselling and placement services, in participation in active measures, in the further course of unemployment and benefit receipt and in the subsequent integration into employment. During the pilot phase in 2017 and 2018, there were no cost savings for the AMS in a short period of one year from the change in the counselling and care strategy for people with multiple placement obstacles.
